One River, Two States: Crane Exam Prep for Phenix City
Phenix City faces Columbus, Georgia, across the Chattahoochee, and for crane crews the state line is mostly a bridge on the morning commute. Russell County operators take jobs on the Georgia side, including work tied to Fort Benning, and Georgia crews cross over for Alabama projects such as the new Sierra Pacific Windows campus. Since federal OSHA covers private employers in both states and neither one issues a general crane operator license, one accredited certification is good on either bank. Our online course helps you prepare for the written exam that earns it, at your own pace.
What’s been built lately
The largest recent job on the Alabama side is Sierra Pacific Windows, whose $60 million campus opened in October 2024 on 113 acres. The building holds about 610,000 square feet of manufacturing and warehouse space, and the company has projected 300 jobs, with hiring still climbing through 2026. A plant that size took acres of steel framing, roof deck and production equipment to stand up, and it will keep needing riggers as lines are added.
Across the river, Fort Benning took back its original name in 2025, now honoring Cpl. Fred G. Benning, a World War I Distinguished Service Cross recipient. Base construction and commercial work in Columbus draw from the same pool of Russell County operators, riggers and signal persons, so your paperwork has to satisfy safety managers in both states.
Working on and near the Chattahoochee
The river itself has been a construction site. The Eagle and Phenix Dam, built in 1882 just south of the 13th Street Bridge, and the City Mills Dam were partly removed to open a 2.5-mile whitewater course with Class II to IV+ rapids, which opened in 2013.
Riverbank setups bring low, saturated ground and water levels that rise after heavy rain upstream. Set outriggers on mats sized for the load, especially near retaining walls and banks. Inland clay holds water after storms and loses bearing strength fast. The Chattahoochee Valley gets the same spring severe weather as the rest of Alabama and Georgia, plus humid summers with afternoon lightning, so settle wind and lightning shutdown rules every morning.
Federal requirements in short form
Crossing the state line changes who issues oversize-load permits and which utility owns the lines near your setup, but not the crane rules. Our Alabama requirements guide covers each rule and UA SafeState’s free consultation service for Alabama employers.
- At the controls: an accredited certification plus the employer’s own evaluation, per 29 CFR 1926.1427.
- Giving signals: qualified under 1926.1428 any time the operator loses sight of the load, its path or the landing area.
- Hooking and guiding loads: qualified riggers under 1926.1404 and 1926.1425 when inside the fall zone.
- Inside plants: bridge and gantry cranes in factories like Sierra Pacific’s follow 1910.179.
Courses Russell County workers choose
Most operators begin with Mobile Crane Operator, covering hydraulic and lattice-boom machines. Ground crews often start with Signal Person or Rigger Level I. Cardholders nearing five years should look at Mobile Crane Recertification.
Lessons run on a phone, tablet or laptop at any hour. When ready, schedule the written exam with the certifying body by Online Proctored Testing, at a computer test center or at a test event. The practical is hands-on at a crane.
Questions people ask
If I certify while living in Alabama, can I work in Columbus?
Accredited certification is national. Georgia, like Alabama, has no general state crane operator license, so the same card is accepted on both sides. Your employer still evaluates you on its equipment.
Does Tennessee or Florida work the same way?
Florida is a federal OSHA state. Tennessee runs its own state plan, TOSHA. Neither issues a general state crane operator license, but check local rules before taking work outside Alabama.
Is there a practical exam site near Phenix City?
We don’t list or recommend practical test sites. The certifying body publishes its scheduled exams and locations.
