Gulf Coast Lifting: Crane Certification Prep for Mobile County

Few Alabama counties put as many cranes to work as this one. Container gantries line the state docks, a Navy shipbuilder is adding steel and submarine module halls on the river, jetliners roll out of Brookley, a steel mill at Calvert now melts its own slab, and a chemical corridor runs from Theodore north to Axis. Here is the county-wide view: who is lifting, what federal rules require, how Gulf storms shape a job and which accredited exam to study for first. See also our Mobile and Saraland pages.

Docks, hulls and airframes

The Alabama Port Authority finished deepening the Mobile ship channel to 50 feet in October 2025, a $366 million project with the Army Corps of Engineers. At APM Terminals Mobile, a 32-acre yard expansion brought two new super post-Panamax ship-to-shore cranes to join the four already on the berth, and a $131 million third berth, with seven ship-to-shore cranes planned, was slated to start construction in 2026. Dock and pile work calls for crawler cranes, and every new gantry means heavy rigging during erection.

Upriver, Austal USA builds Navy and Coast Guard vessels and is moving deeper into steel. A new module plant of about 369,600 square feet is going up to fabricate submarine modules for General Dynamics Electric Boat and ship them out by barge, next to a separate hall for large steel modules. Near the river mouth on Pinto Island, Alabama Shipyard runs a repair, conversion and shipbreaking yard built around one of the country's largest floating dry docks. Hull blocks, engines and deck machinery all move by crane, and blind picks over a hull are routine signaling work.

At Brookley, Airbus opened its second A320-family final assembly line in October 2025, next to the A220 line running since 2019. The new hangars and paint shops took months of steel erection, and the finished buildings run overhead cranes for fuselage sections and wings.

Steel at Calvert and the chemical corridor

On the Mobile-Washington county line, ArcelorMittal's Calvert mill made its first heat in a new electric arc furnace in June 2025, turning a finishing plant into a full steelmaking site. A separate $1.2 billion electrical steel line is under construction there, with first production expected in 2027 and up to 1,300 construction jobs at the peak. Melt shops and rolling mills depend on large overhead cranes, and new-build work brings in crawlers for structural steel and equipment sets.

The Alabama Gulf Coast Chemical Corridor stretches roughly 60 miles from Theodore to McIntosh. In Theodore Industrial Park, Evonik runs its largest North American complex, with 28 production plants and more than 250 resident contractors. North of the city along Highway 43, Axis and Bucks hold plants such as Arkema's specialty polymer site, and Alabama Power's Plant Barry sits on the west bank of the Mobile River. Turnarounds there mean pulling exchanger bundles, setting columns and swapping pumps under a written lift plan with a dedicated signal person and a rigger who can handle off-center loads.

Storm country, by the record

Hurricane Frederic hit Dauphin Island in September 1979 as a Category 4, with 12 to 15 feet of surge on area beaches and weeks without power in Mobile. Katrina landed far to the west in 2005 yet still pushed surge above 12 feet into parts of the county, and Sally in 2020 dropped close to 30 inches of rain near Orange Beach. The pattern for crane crews is set: booms down and tower cranes secured days ahead, then a rush of recovery lifts on saturated ground.

Ordinary summers add afternoon lightning, bay gust fronts and soft fill near the water.

  • Read wind at the boom tip, and treat big-sail loads like wall panels and roof units carefully
  • Mat and crib on dredge fill and bottomland that stay wet after rain
  • Follow the manufacturer's out-of-service wind procedure well before tropical-storm-force winds arrive

Federal rules, not a state license

Alabama doesn't license crane operators, and neither does the City of Mobile. On construction work, federal OSHA's 29 CFR 1926 Subpart CC governs: 1926.1427 requires accredited operator certification plus an employer evaluation, 1926.1428 covers signal persons, and 1926.1404 and 1926.1425 call for qualified riggers. Permanent overhead cranes in a hangar or mill fall under 1910.179. Shipyard and longshoring work has its own OSHA maritime standards, so a yard may require more than a crane card.

Alabama is not a State Plan state, so federal OSHA enforces these rules for private employers, and one of its two Alabama area offices is in Mobile. The full picture is in our Alabama requirements guide.

Questions people ask

Can I take the NCCCO written exam without leaving Mobile County?

Often, yes. Written exams are offered through Online Proctored Testing, computer test centers and test events. The practical is always hands-on at an accredited site.

Is a crane certification enough to work at a shipyard or on a vessel?

It shows you passed accredited exams, but shipyards and vessels carry OSHA maritime standards and each yard's own rules. Ask what the employer requires.

Our company supplies turnaround crews to the Theodore and Axis plants. Can we enroll several people?

Yes. Crew enrollment is available, and each worker studies at their own pace on a phone, tablet or laptop. Send the enrollment form to get started.

Is there free help for a small contractor building a crane safety program?

Yes. UA SafeState at the University of Alabama offers free, confidential OSHA consultation, and its consultants don't issue citations.

How often does certification need to be renewed?

Every five years. You'll pass a written recertification exam, and 1,000 hours of crane-related experience in that period can waive the recert practical. See Mobile Crane Recertification.
