Crane and Rigging Certification Prep Across Madison County

Local business press has taken to calling Huntsville "Crane City" because of how many tower and mobile cranes have stood over its skyline lately. The nickname fits the whole county. Rocket engines, federal law-enforcement buildings, research campuses, apartments and entertainment venues are going up from Redstone Arsenal north through Huntsville and west into Madison. This page looks at the county as a whole: where the lifting happens, which rules apply and how to prepare for an accredited certification without taking time off.

Redstone Arsenal and the contractors around it

Redstone Arsenal is the county's economic center of gravity. Arsenal officials estimate its statewide impact at about $36.2 billion and tie roughly 95,000 jobs to the installation through military, civilian and contractor positions. NASA's Marshall Space Flight Center is on post, and so is a growing FBI campus. Congress set aside about $330 million in fiscal 2019 to begin moving FBI functions to Redstone, and the bureau has since added training and technical facilities, including a cyber range and digital forensics space.

Secure federal construction is detailed and heavily documented. Contractors on post routinely ask for proof of operator certification, a written lift plan for critical picks and named, qualified riggers and signal persons. Having your card in hand before the bid package goes out makes you easier to staff.

Rocket hardware comes in large pieces

Blue Origin opened a 350,000-square-foot engine factory in Cummings Research Park in February 2020 to build BE-4 engines, which power both the company's New Glenn and United Launch Alliance's Vulcan. The company said it would invest more than $200 million in the plant, and engines built there are tested on Marshall's Test Stand 4670, the stand used for Saturn V engines decades ago.

Aerospace work leans on overhead and gantry cranes inside plants, covered by the general industry standard at 29 CFR 1910.179, plus precision mobile crane lifts when test stands, tanks and tooling are installed. Riggers who understand center of gravity, load angle factors and below-the-hook devices are valued on these jobs, which is why Rigger Level 2 is worth considering after Level 1.

Towers over MidCity and downtown

Off Research Park Boulevard, the former Madison Square Mall site has become the MidCity District, a mixed-use redevelopment of about 140 acres that its developer values at roughly $2.2 billion. The city-owned, 8,000-seat Orion Amphitheater opened there in May 2022, and RCP Companies has since announced a $300 million, 12-acre MidCity Arts + Innovation phase that includes a planned 3,000-seat indoor venue.

Mid-rise apartments, hotels and parking decks in Huntsville and the city of Madison bring tower cranes and large crawlers into tight urban sites. Tower crane operators need their own NCCCO certification, separate from mobile crane categories, and our Tower Crane Operator prep covers that written exam.

The rule book: federal, not state

Alabama has no state crane operator license, and neither Huntsville nor Madison licenses operators locally. On construction work, 29 CFR 1926 Subpart CC applies. Section 1926.1427 calls for certification from an accredited body plus an employer evaluation on the equipment; 1926.1428 sets signal person qualifications; and 1926.1404 and 1926.1425 require qualified riggers for assembly, disassembly and hooking.

Alabama is not an OSHA State Plan state, so the federal agency enforces these rules for private employers, under a Birmingham-based region created in 2024. Work performed directly by city or county employees is a different situation, because Alabama has no OSHA-approved plan covering public workers.

  • Mobile crane categories: LAT, TLL and TSS (TSS covers fixed-cab boom trucks), plus restricted STC
  • Other programs: Tower Crane, Articulating Crane, Digger Derrick, Rigger I and II, Signal Person
  • Certification lasts five years; 1,000 crane-related hours can waive the recertification practical

Tornado alley weather and test-day planning

North Alabama sits in one of the country's most active tornado regions, with the main season in spring and a second peak in late fall. Even without a tornado, squall lines bring gusts that can exceed a crane's in-service wind limit with little notice. A tower crane left properly weathervaned and a mobile boom lowered before the line arrives are basic expectations on Madison County sites, and wind questions show up on the written exams.

Written tests can be taken by Online Proctored Testing, at a computer test center or at a scheduled test event. The practical exam is separate and hands-on at an accredited site; online study prepares you for the knowledge portion only. Our courses are self-paced and work on a phone, tablet or laptop, so you can study on a lunch break at the arsenal gate or late at night.

Questions people ask

Do jobs on Redstone Arsenal require more than NCCCO?

Base access, background checks and the prime contractor's safety plan add their own requirements. Accredited certification satisfies the federal operator rule, but always confirm with the contractor what else they need from you.

Is a tower crane card included with my mobile crane certification?

No. Tower crane is a separate NCCCO program with its own written and practical exams.

Our company has a dozen riggers on a plant expansion. Can we enroll them together?

Yes. Crew and company enrollment is available, and each person works through the material at their own pace. Use the enrollment form and an advisor will reply.

I'm renewing after five years. What do I need?

A written recertification exam, and either a recert practical or documentation of 1,000 hours of crane-related experience. See Mobile Crane Recertification.
