Getting Certified to Lift in Limestone County

Limestone County changed in November 2018, when ground was broken on the Mazda Toyota assembly plant on a TVA megasite that Huntsville had annexed. Within a few years the county had a car factory capable of 300,000 vehicles a year, a ring of new supplier buildings, and housing and road work spreading north from the Tennessee River toward Athens. For people who rig and run cranes, that boom created a steady market and a common question: what paperwork does a contractor here actually expect?

A car plant and the companies that followed it

Construction on Mazda Toyota Manufacturing started in late 2018. The partners first announced about $1.6 billion, then added $830 million in 2020, bringing the total near $2.3 billion. Toyota planned Corollas for the line and Mazda planned crossover SUVs, with roughly 4,000 jobs projected at full staffing.

Suppliers came with it. Toyota Boshoku announced a seating plant in Athens, investing more than $50 million and planning around 400 jobs, to feed the assembly line about 30 miles away. Body shops, paint systems and stamping presses all arrive in large pieces, and installing them means mobile cranes outside, overhead cranes inside and riggers who can plan a tight pick in a building that is already partly full of equipment.

River work at the south end of the county

The Tennessee River forms Limestone's southern boundary, and TVA's Browns Ferry nuclear plant sits on its bank west of Athens. Outage and maintenance work at a power station like that relies on careful, procedure-driven lifting, often with signal persons in constant radio contact because the operator cannot see the load.

Waterfront lifts bring their own problems: soft ground near the bank, cribbing for outriggers, and wind that funnels down the river channel. Studying load charts and ground-bearing basics before you test pays off on that kind of job.

What the rules require here

There is no Alabama crane operator license, and Athens doesn't issue one either. On construction sites, federal OSHA's Subpart CC controls. Under 1926.1427, an operator needs certification from an accredited body such as NCCCO, plus an employer evaluation showing they can safely run the specific equipment. A signal person must be qualified under 1926.1428, and 1926.1404 and 1926.1425 call for qualified riggers during assembly, disassembly and hooking work. Overhead cranes in a finished factory fall under 1910.179 instead.

Alabama does not run a state OSHA plan, so the federal agency handles enforcement for private employers. Employers who want a no-penalty review of their crane program can request a free on-site visit from UA SafeState, the University of Alabama's consultation service.

  • Mobile crane specialties: LAT (lattice), TLL (telescopic swing cab), TSS (telescopic fixed cab)
  • Smaller machines: STC for service truck cranes; fixed-cab boom trucks test under TSS
  • Certification runs five years before recertification is due

Planning around north Alabama weather

The Tennessee Valley gets a spring tornado season and a smaller one in late fall, and strong straight-line winds come with many storm lines. Summer brings heat, humidity and pop-up storms. Good crews read the forecast at the morning meeting and know their crane's wind limits before the gusts arrive.

For testing, the NCCCO written exams are available through Online Proctored Testing, at computer test centers and at test events, so a Limestone candidate rarely needs to travel far for the written portion. The practical is a separate hands-on exam that online study can't stand in for.

Questions people ask

Is the Mazda Toyota plant in Huntsville or Limestone County?

Both. The plant is on land in Limestone County that the city of Huntsville annexed, so you will see it described either way.

I run a boom truck for a supplier. Which exam fits?

It depends on the machine. Fixed-cab telescopic boom trucks fall under the TSS specialty, while knuckle-boom trucks fit the articulating crane program. Check the rated capacity and configuration with your employer.

Can I study without a computer?

Yes. The prep runs on a phone or tablet as well as a laptop, at any hour.

Does certification alone qualify me to run any crane?

No. Federal rules also require your employer to evaluate you on the equipment you will operate. Certification covers the knowledge and skill tested by the accredited body.
