Rocket Plants, Steel and Chemicals: Crane Certification for Morgan County
Few Alabama counties pack as much heavy industry into one riverside corridor as Morgan. Rocket stages, sheet steel, transmission towers, specialty films and refrigerators all come out of plants around Decatur, and every one of those sites depends on overhead cranes, contractor mobile cranes and skilled rigging crews during builds and outages. This page covers the county as a whole; for town-level detail see Decatur and Hartselle.
Big parts, tight tolerances
United Launch Alliance builds its heavy-lift rockets in a Decatur factory of roughly 1.6 million square feet and has put around $500 million into automation as Vulcan production ramps up. Next door in spirit, Beyond Gravity has made launcher structures in Decatur since 2015 and is expanding to produce Vulcan payload fairings, a move tied to about 250 new jobs. Moving a long, thin-walled structure is a rigging problem first: spreader bars, multiple pick points and a firm handle on center of gravity.
That is exactly the material covered in Rigger Level 2, which goes deeper than Level 1 into load calculation, sling angles and rigging selection for awkward loads.
Mill, tower plant and chemical row
Nucor Steel Decatur turns out hot-rolled, cold-rolled and coated sheet, and Nucor Towers & Structures is building a $125 million transmission tower plant beside the mill. Coil handling, roll changes and tower fabrication keep cranes busy around the clock, and new plant construction brings crawler and hydraulic cranes onto the site.
The 3M complex runs a materials plant and a film plant with hundreds of on-site contractors. Ascend Performance Materials, Indorama Ventures, Daikin America and Polyplex USA round out a chemical and plastics cluster where turnaround season means vessels, exchangers and piping lifted in congested units. GE Appliances’ refrigerator plant, the county’s largest single-location employer, and Cerrowire’s wire operation in Hartselle add more equipment installs.
- Plant overhead cranes: 29 CFR 1910.179 training and designation
- Contractor cranes on construction or turnaround work: Subpart CC, including 1926.1427 certification
- Riggers and signal people on those jobs: 1926.1425, 1926.1404 and 1926.1428
River weather and ground
Decatur sits on the Tennessee River, and plants near the water deal with soft, wet ground after heavy rain and winter flooding on low areas. North Alabama also sees strong spring storms and tornado outbreaks, plus summer thunderstorms that build by afternoon. Before setting outriggers on fill or near a bank, check soil conditions, mat sizes and wind limits on the chart. Those are recurring themes on the operator exams.
Certification, not licensing
No Alabama agency licenses crane operators, and Decatur and Hartselle do not either. Federal OSHA enforces private-sector safety in the state through its Birmingham and Mobile area offices. What employers here need to show is accredited certification for operators plus their own evaluation, as 1926.1427 sets out. An NCCCO card runs five years; at renewal you take a written recertification exam, and documented crane hours of 1,000 or more in that period can waive the recert practical.
Small and mid-size employers who want a second set of eyes on their lift program can request free, confidential help from UA SafeState, the University of Alabama’s OSHA consultation service. Consultants there do not write citations. More detail is in our requirements guide.
Hartselle and the southern half of the county lean more toward wire, food processing and farm-related work, so the lifting there is often smaller: boom trucks, service trucks and plant hoists. Those jobs still reward a solid grasp of rigging hardware inspection, hitch selection and hand signals, and they are a common starting point before operators move up to larger cranes at the Decatur plants.
Questions people ask
Is Huntsville a reasonable place to schedule exams?
Many Morgan County candidates look across the river toward the Huntsville area or toward Birmingham for written test options, and Online Proctored Testing lets you take written exams from home. Practical exams are scheduled separately at a hands-on test site.
Which course fits a chemical plant turnaround hand?
Start with Rigger Level 1 if you hook up loads, and add the signal person course if you direct the crane. Lift leads usually move on to Rigger Level 2.
Can a whole maintenance crew enroll together?
Yes. Companies can sign up a crew, and each person studies at their own pace on their own device. Use the enrollment form and an advisor will reply.
