Crane Certification for the Colbert County Side of the Shoals
Colbert County sits on the south bank of the Tennessee River in the northwest corner of Alabama, and the river has decided its industry for a century. Wilson Dam, TVA’s largest conventional hydro plant, spans the river from Muscle Shoals, and cheap power drew mills and plants to the area. Today the county is watching a new wave of defense manufacturing take shape at Barton, while TVA keeps building at its Colbert site. Our online prep helps operators, riggers and signal persons get ready for national certification exams while they keep working those jobs.
Barton Riverfront and the defense build-out
In 2026 local and federal officials announced that Hadrian, working with the U.S. Navy, will put a defense manufacturing operation in a 2.2-million-square-foot facility at the Barton Riverfront Industrial Park, the former FreightCar America plant that closed in 2021. Officials describe roughly $2 billion of investment and about 1,000 jobs. State SEEDS funding is buying around 70 more acres to create a 131-acre site, and TVA approved a grant for site prep on another part of the park.
Retooling a plant that size means removing old equipment, setting heavy machine tools and installing overhead cranes, all of which keep mobile crane operators and riggers busy for years. Machinery moves in particular reward riggers who can calculate loads, choose the right hardware and plan the path.
Power plants and the river
TVA’s Colbert Fossil Plant near Tuscumbia burned coal from 1955 to 2016, and its stacks were demolished as part of a $43 million cleanup. On the same reservation, the Colbert Combustion Turbine Plant runs eight original 1972 gas turbines plus three new units commissioned in 2023. Wilson Dam also serves as a training facility for TVA’s hydro workforce.
Powerhouse, switchyard and river projects put cranes beside energized equipment and over water. Barge-mounted work and shoreline lifts add moving decks and wind that runs up the open river.
Manufacturing employers
Colbert County counts more than 130 companies. North American Lighting, which makes automotive lamps, is listed as the top employer at about 1,700 workers, and other names in the regional mix have included Wise Alloys, Southwire and a tissue mill. Plant maintenance and press or line changes all depend on overhead cranes and trained riggers.
Many of these plants sit within a few miles of the river, and the Shoals labor pool moves freely between Colbert and Lauderdale counties, so a national card earned once is useful at whichever plant is hiring.
Matching credentials to the work
- Rigger Level 2 for machinery installation and critical lifts at Barton and the power sites
- Mobile crane operator for contractors on plant and utility construction
- Signal person for congested plant floors and powerhouse work
- Tower crane operator if you follow large building projects around the Shoals and Huntsville
Federal standards and test planning
Alabama does not issue crane licenses, and neither does any Shoals city. Construction crane work is governed by federal OSHA 29 CFR 1926 Subpart CC: operators need accredited certification plus an employer evaluation under 1926.1427, and riggers and signal persons must be qualified under 1926.1425 and 1926.1428. Tennessee, just north, runs its own state plan through TOSHA, so crews crossing the line should confirm site rules. More background is in our Alabama requirements guide.
Written exams are available by online proctoring, at a test center or at an event; the practical is hands-on at a practical site. Huntsville is a little over an hour east. People in Muscle Shoals and Tuscumbia can find city-specific notes on their own pages.
Questions people ask
Does TVA require certified operators on its sites?
TVA and its contractors set their own requirements, and they are typically at least as strict as OSHA. Certification under an accredited program is the common expectation for construction cranes.
I work in Tennessee part of the year. Does my card still count?
Yes. Tennessee runs its own OSHA plan, but it does not issue a general state crane operator license. A national NCCCO card is accepted on both sides.
Is Rigger Level 2 worth it if I already have Level 1?
For machinery moves and lift planning, yes. Level 2 goes deeper into load weights, center of gravity and rigging selection for complex lifts.
