Crane Certification Prep for Tuscumbia and Rural Colbert County

Tuscumbia is the Colbert County seat and the smallest of the main Shoals cities, a courthouse town a few miles south of the Tennessee River. Two centuries ago its river landing tied the Shoals to the Mississippi and Ohio trade; a steamboat company was chartered here in 1825. Today the biggest lifting story in the county is unfolding to the west, along the river at Barton, while closer to the square the work is county roads, utilities, old buildings and highway safety upgrades. Our self-paced online course helps Tuscumbia operators, riggers and signal persons prepare for the written exams of accredited certifications.

The Navy project at Barton Riverfront

In March 2026 local officials celebrated the U.S. Navy’s decision to build a defense industrial facility of about 2.2 million square feet at the Barton Riverfront Industrial Park, reusing the old FreightCar plant. Hadrian is the Navy’s partner, and published estimates of the investment and hiring range from roughly 1,000 to 1,500 jobs. In April the state awarded a SEEDS grant so the Shoals Economic Development Authority could buy about 70 more acres in the park, assembling a 131-acre contiguous site, and TVA has reviewed a grant for the park’s Titus site as well.

Converting a rail car plant into a defense manufacturing building means demolition, new foundations, structural steel, heavy overhead cranes and the delivery of large machine tools. That brings steel erection crews, crane rental companies and machinery movers into the county, and each will expect operators certified under 29 CFR 1926.1427 and qualified riggers and signal persons. Tuscumbia’s mayor has said he expects the city to share in the growth.

County crews and the coverage gap

Alabama has no OSHA-approved plan covering state and local government workers, so federal OSHA does not cover city and county crews the way it covers private contractors. A county road crew setting a culvert with a boom truck is not inspected in the same way as the private contractor working the next job down the road.

The hazards are identical, though. Many public agencies require accredited certification by policy, and anyone who moves to a private contractor will need it under federal rules. Earning the card while on a public payroll keeps that door open.

Old masonry, culverts and highway work

Historic buildings around the courthouse square bring their own setup puzzles: masonry walls that can’t take outrigger loads near the footing, old cisterns or basements under sidewalks, narrow alleys and overhead service drops. Placing a rooftop unit or steel lintel often means a small crane working at an awkward radius, which is why the course spends real time on load charts and ground bearing.

Out on county roads, a crane set on a shoulder above a pipe or on a bridge approach can overload a structure built for passing traffic, not a concentrated pad load. Get drawings or an engineer’s opinion first. ALDOT has also been converting the Gargis Lane crossing of Alabama 20 near Tuscumbia into a reduced conflict intersection with a new concrete median island, the sort of job where precast pieces and signal hardware go in under lane closures and a signal person is worth having.

Courses that suit Tuscumbia work

Lessons and practice questions run on any phone, tablet or laptop. Written exams are scheduled with the certifying body and taken through online proctoring, a test center or a test event; the practical is a hands-on test on a crane that online study never replaces. Certification lasts five years. Colbert County gets spring tornado warnings and summer lightning, so set wind and lightning stop points before work starts. Quarry jobs fall under MSHA rather than Subpart CC. See our requirements guide for more.

Questions people ask

I work for the county. Do I really need certification?

Federal OSHA doesn’t cover Alabama public employees, but many agencies require certification as policy, and private construction work requires it. Check your department’s rules.

Will the Navy facility at Barton hire certified operators?

Contractors running construction cranes there must use certified, employer-evaluated operators under federal rules. Who gets hired is up to those contractors, and we don’t promise placement.

Can a whole public works department enroll?

Yes. Group enrollment lets a department bring its operators, riggers and signal persons to the same level at once. Send a request through the enrollment form.

How is Tuscumbia different from Muscle Shoals on your site?

The Muscle Shoals page covers Wilson Dam, utility work and the transformer plant at the Airpark. This page covers the county seat, public crews and the Barton riverfront project.
