Calera Crane Certification in Lime and Limestone Country
Calera is built on limestone, literally. A lime plant has operated in town since the 1940s, about 35 miles south of Birmingham, and the area has long had cement and crushed-stone operations working the same rock. Lime kilns, cement mills and crushers need big components lifted in and out during shutdowns and expansions, while the town’s steady residential growth along I-65 keeps contractors busy on the construction side. That split creates a question few other Birmingham-area towns face as often: is this lift governed by OSHA or by the Mine Safety and Health Administration? This page answers that, then covers how our online prep fits Calera crews.
OSHA or MSHA? Start with the property line
Mines and quarries, including limestone quarries, fall under MSHA. OSHA’s construction crane rule, with its operator certification requirement at 1926.1427, doesn’t govern lifts on mine property. MSHA has its own training and equipment standards, and mine operators set their own expectations for crane operators and contractors.
Step off the quarry and into a new subdivision, a warehouse or a road job, and OSHA’s Subpart CC applies. Plenty of Calera-area operators move between both worlds, and some processing sites raise genuine questions about which agency has jurisdiction. An accredited certification covers you on the OSHA side, and many mine operators and contractors ask for one anyway, even where MSHA doesn’t require it.
The industrial base in and around town
Calera’s lime plant, which once belonged to Covia, was sold to Mississippi Lime Company in 2019. Lhoist North America also lists operations in Calera. Older reporting describes Lafarge’s Roberta cement plant here, whose quarry mines limestone, clay and shale, and Vulcan Materials has run a Calera quarry producing limestone for road building.
Kilns, preheater towers, crushers and conveyor galleries are heavy and awkward to rig. Replacement parts often arrive on lowboys and get set by large hydraulic or crawler cranes working in dusty yards with limited room. Rigging for that work, with odd centers of gravity and multiple pick points, is covered in Rigger Level 2.
Site conditions that affect a Calera lift
- Fine lime and stone dust that coats windows, cameras and wire rope; inspect rigging and clean sightlines more often.
- Haul roads and stockpile areas with uneven, compacted ground that may hide voids; mat and level before swinging a load.
- Summer heat radiating off rock and kiln areas, on top of central Alabama humidity.
- Quick-building afternoon storms and spring severe weather, when booms should come down and loads should be landed.
Building a credential plan
For operators, mobile crane operator prep is the core, covering lattice boom (LAT) and telescopic (TLL and TSS) specialties. Plant maintenance crews who run service trucks with cranes should look at service truck crane prep. Riggers can begin with Level 1 and move up to Level 2.
NCCCO certifications last five years. Written exams can be taken through online proctoring, at test centers or at test events; practical exams always happen on a crane at a practical test site, and online study doesn’t replace them. Lessons work on a phone, tablet or laptop at any hour, which helps during long shutdown stretches.
Questions people ask
I run a crane at a Calera quarry. Does OSHA’s certification rule apply to me?
Generally no; mines and quarries are regulated by MSHA. Your employer may still require certification, and it becomes required if you take construction crane work off the mine site.
What about contractors doing a kiln shutdown at a lime plant?
Jurisdiction depends on how the site is classified and the work being done. Ask the site owner and your employer which agency’s rules apply before the job starts.
Is UA SafeState available to small Calera contractors?
Yes. UA SafeState runs Alabama’s free, confidential OSHA On-Site Consultation program for employers, and its consultants don’t issue citations.
How far is the drive from Calera to Birmingham for testing?
Calera sits about 35 miles south of Birmingham along I-65. Written exams can often be taken without traveling, through Online Proctored Testing, while the practical has to be scheduled at an accredited test site, which may mean a drive into the metro or elsewhere.
