Crane and Rigging Certification for Pelham’s Building Boom

In Pelham, the crane you’re most likely to run is a boom truck or a knuckle boom, not a tower crane. Growth here is residential and commercial: new neighborhoods off Highway 11, restaurants at the city’s Central Park site, apartments and retail across from the civic center, and townhomes along Huntley Parkway. That work sends a steady stream of trusses, block, precast drainage, rooftop units and steel canopies up on hooks. The lifts are smaller than a downtown high-rise, but federal certification rules still apply to most of them. Our self-paced prep helps Pelham operators and riggers get the written exams behind them.

What’s being built

The city’s Central Park dining project started with civil site work: utilities, stormwater systems, parking and roads, before restaurant pads went vertical. Along Highway 11, developers have proposed Silver Ridge, a mixed-use plan on 167 acres with 310 home lots, a few acres of retail, trails and parks. Another neighborhood, Oakmont, cleared the planning commission in 2026 and was awaiting a council decision. Huntley Ridge and other subdivisions had homes listed under construction into 2026.

Projects like these rarely make headlines for their lifts, but they generate dozens of them a week. A plumber’s supplier sets a precast inlet. A framing crew needs a truss package lifted onto walls. A mechanical contractor puts rooftop units on a new restaurant. Each of those picks uses a crane, and many of them fall under OSHA’s construction crane rule.

Small cranes, same rulebook

It’s a common misunderstanding that a small crane means no certification. Federal rule 1926.1427 applies to most cranes used in construction regardless of size, and NCCCO publishes separate programs for the machines Pelham contractors actually use:

The mountain and the weather

Oak Mountain rises along Pelham’s east side, and the state park there covers 11,861 acres, the largest in Alabama after the Forever Wild Land Trust bought 1,644 acres from EBSCO Industries in 2021. Lots near the ridge mean sloped driveways and limited setup space, so operators often have to reach farther than they’d like. Every foot of radius cuts capacity, which is why load chart reading is the core of the written exam.

Central Alabama weather adds its own constraints. Summer heat and humidity wear on crews, and thunderstorms form quickly on hot afternoons. Spring storm systems can bring high winds and tornado warnings across Shelby County. Knowing when wind speed or lightning means stopping a lift is tested and, more importantly, keeps people alive.

Fitting study into a builder’s schedule

Residential and light commercial crews start early and often finish late. The course runs on any device and is available 24/7, so lessons can happen at lunch in the truck or after dinner. When you’re ready, you can sit the written exams through online proctoring, a test center or a test event, and then schedule the hands-on practical at an accredited site through the certifying body. Online study doesn’t replace that practical. See our Alabama certification requirements page for the federal rules in more detail.

Questions people ask

My company only delivers building materials with a knuckle boom. Do I need certification?

It depends on how the crane is used. Subpart CC has a limited exception for some deliveries of materials to the ground, but placing trusses or other loads into position generally isn’t covered by it. Ask your employer and plan for certification if you set materials on structures.

Is Pelham served by OSHA’s Birmingham area office?

Federal OSHA enforces private-sector safety across Alabama, and the Birmingham area office covers the central part of the state. Alabama doesn’t run a State Plan.

Can several workers from my Pelham company enroll?

Yes. Crew and company enrollment is available, and each person studies independently. Start with the enrollment form.
