St. Clair County: Certification Prep for Steel, Auto Parts and Lake Work

St. Clair County has grown fast, with two interstates, two railroads and a ridge-and-valley landscape between Birmingham and Gadsden. Its factories make auto interiors and stamped parts, highway guardrail systems, waterworks fittings and fabricated structural steel. The Coosa River, held back by Logan Martin and Neely Henry dams, lines the eastern side with lake homes and marinas. If any of that puts you near a crane, our online course helps you prepare for an accredited certification exam on your own schedule. City-specific notes are on our Pell City page.

Fabricated steel leaves the shop on a crane

Garrison Steel fabricates structural steel in Pell City for projects across the Southeast, and Valtir builds highway safety products there. Fabrication shops run overhead bridge cranes all day to flip beams, load trucks and stage assemblies; those cranes fall under 29 CFR 1910.179. Once the steel reaches a job site, the erector’s crane and crew come under Subpart CC, which is where operator certification, qualified riggers and qualified signal persons become federal requirements.

Ironworkers who hook and land members will find Rigger Level 1 and the signal person course the most direct fit. Crane operators following that steel to the field should look at mobile crane operator prep.

Supplier plants along the interstate

Automotive suppliers are among the county’s largest manufacturers. Eissmann Group Automotive had nearly 400 workers in Pell City before a 2018 expansion aimed at pushing that toward 580, and WKW North America and Unipres Alabama are also major employers. Ford Meter Box announced a $23 million expansion of its Pell City plant. Honda and its suppliers employ thousands across this part of the state.

Every one of those expansions means new building steel, press foundations and equipment installs, usually handled by outside contractors on a tight schedule.

Growth brings its own lifting work too. As one of Alabama’s faster-growing counties, St. Clair has seen schools, medical offices, retail and new subdivisions go up along the I-20 and I-59 corridors, much of it built with hydraulic cranes and boom trucks that move from site to site in a single week.

Lifting on ridges and lakeshores

  • Ridge terrain: grades on rural roads and building pads can leave a crane out of level; confirm level before any lift.
  • Lake lots on Logan Martin and Neely Henry: soft shoreline soil, retaining walls and limited swing room near neighbors.
  • Overhead lines: lake roads and older subdivisions often run power close to the work zone.
  • Weather: spring tornadoes, summer lightning and gusts, and occasional winter ice on higher ground.

What Alabama law does and doesn’t require

You will not find an Alabama crane license, state or municipal. Federal OSHA handles private-sector enforcement here, working from area offices in Birmingham and Mobile. Under 1926.1427, construction crane operators must hold accredited certification and pass their employer’s evaluation; NCCCO certifications are valid for five years. Renewal requires a written recert exam, and 1,000 logged hours of crane work during the period can take the place of the practical recert.

Smaller St. Clair employers can ask UA SafeState for a free, confidential review of their crane and rigging program without risk of a citation. More background is on our requirements guide.

Questions people ask

Do I need to go to Birmingham for exams?

Not for the written part if you use Online Proctored Testing. Practical exams are hands-on at a practical test site, and the Birmingham area is close for most of the county.

I run the overhead crane at a fabrication shop. Should I get certified?

It is not required by 1910.179, but a certification can help if you want to move into field erection, where Subpart CC does require it. Rigging and signaling knowledge carries over directly.

Can our company sign up the whole erection crew?

Yes. Crew and company enrollment is available. Fill out the form and an enrollment advisor will reply.

How long is an NCCCO certification good for?

Five years. Before it lapses you sit for a written recertification exam; documented crane-related hours of at least 1,000 during the period can waive the practical recert. Our recertification course covers the written review.
